2. Probably not. Volume Licensing (VL) offers upgrade licensing only for Windows desktop OS, so you're required to have a full underlying Pro version of Windows to license Windows 10 Pro Upgrade via VL. The discounts on Windows are mainly for those who purchase under EA type agreements with 500+ users or devices.

Update To Windows 7 To 8

You have the option of using the Microsoft Cloud Agreement (CSP) to license your users for Windows 10 Enterprise. This would permit each user the rights to upgrade their device(s) from Windows 7 Pro to Windows 10 Enterprise. Each Windows 10 Enterprise E3 via CSP license permits the user to use 5 devices with the license. *Note this is a subscription license, so if you choose not to renew you'd have to go back to Windows 10 Pro.
